ZTL fine from a rental car in Italy
A ZTL is a limited traffic zone in a historic centre, watched by cameras. Each recorded entry can produce a ticket, which reaches the renter months later. Two checks on the dates are worth doing before you decide anything.

What the fine is and what it costs
Driving into a ZTL during its restricted hours falls under art. 7 of the Highway Code: €83 to €332, in practice €83 plus notification costs for each ticket. Paid within 5 days of notification it is reduced by 30%. After 60 days without payment or appeal it becomes half of the maximum, €166, plus costs.
Several entries on the same day
Since 14 December 2024, when several entries into the same zone are recorded by camera on the same calendar day, the law provides a single fine for that day (art. 198(2-bis), confirmed by the Ministry of the Interior). Several cities, Rome included, still state that merging is "not provided" for repeated ZTL entries, so the point has to be raised with an appeal within 60 days. For entries before that date the rule does not apply.
Sent more than 360 days later
For residents abroad the ticket must be sent within 360 days. With a rental car, the Court of Cassation and the European Consumer Centres count from the day the rental company passed on your details, not from the day of the entry. A late notification extinguishes the obligation to pay, but only if you raise it with an appeal within 60 days; otherwise the ticket becomes enforceable.
The dates that count
Everything runs from the notification date on the ticket: 5 days for the 30% reduction, 60 days for an appeal to the Prefect or to the Justice of the Peace. If the Prefect rejects the appeal, the order sets at least twice the minimum fine, €166 for a ZTL entry. If the Prefect does not answer within 180 days, 210 if the appeal went through the police, the appeal counts as accepted.
What is not a ground
A missing photo is not a ground: the law does not require it to be attached. The ticket must name the device, and the photo can be requested from the city through access to the file. Different zone names on the same day are an uncertain point, because each city defines what one zone is.

I received five tickets for the same day. Do I owe five fines?
For entries on or after 14 December 2024 into the same zone on the same calendar day, the law provides a single fine. Cities do not always apply it by themselves, so it has to be raised with an appeal within 60 days, asking to cancel every ticket of that day except the first.
Can the appeal be written in English?
In practice no. Italian is the official language, the Prefecture forms exist only in Italian and consumer centres report that appeals are accepted in Italian.
What does a rejected appeal cost?
At least twice the minimum fine: for a ZTL entry at least €166 instead of €83. That is what you weigh against the ground you have.
